Programme Communication Officer (SMNET)

Purpose of the post:
Under the close guidance of the Programme Manager, Polio, UNICEF Patna, the staff member will be responsible for the day to day coordination of the polio Social Mobilization Network (SMNet) team contracted out to an outsourced agency to ensure efficient programme planning, implementation and management as per the guidelines between UNICEF and the outsourced agency.

Major Duties and Responsibilities:

1. Provide overall coordination of the SMNet Field team (SRCs SMCs) under the outsourced agency through direct supervision of their work by frequent field visits, reviewmeetings, appraisals of reports and review of performance

2. Ensure proper utilization of organisation’s resource/fund received for programme related activities and monitor claims of SMNet consultants in all polio regions as per SSA and UNICEF financial rules. Maintain regular coordination with programme partners (NPSP/Govt/NCC/PRI) at regional levels

3. Coordinate the development of adequate performance management system for SMNet staff. Participate in recruitment of SMCs and BMCs for each region, as per the guidelines of the SSA between UNICEF and the outsourced agency.

4. Ensure deployment of BMCs & CMCs in resistant vulnerable / underserved communities as per programme requirements in consultation with partners and UNICEF Polio Unit

5. Support SRCs and SMCs to mobilize support of religious leaders, traditional healers, private practitioners, PRI members and other (s) to support the HRAs strategy

6. Organize regular coordination/review meetings with sub regional teams in consultation with the Polio Unit of UNICEF

7. Guide regional coordinators for effective coordination with other line departments such as ICDS, PRI, NCC

Qualifications, Experience and competencies required:

• University degree in the Social/behavioral sciences (Social Work, Sociology, Anthropology, Psychology, Health, Education), or other fields related to the work of UNICEF.
• Minimum 2 years’ experience in management of public health programmes or other development programmes
• Preferred candidate will have excellent communication skills, and abilities in networking and advocacy, particularly with Government and development partners in Bihar. Preferably. Able to communicate effectively in both spoken and written English and Hindi.
• Proven skills in programme and human resource management
• Analytical and conceptual ability; communication skills.
• Drive for Results.
• Strong people management interpersonal skills
• Planning and monitoring skills; ability to organize work & projects.
• Ability to make timely and quality judgments and decisions.
• Experience in human resources management an asset.
• Commitment to continuous learning for professional development.
• Ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization.
