Purpose of the post:
Responsible for facilitating and influencing the State Government’s policy and planning, implementation, monitoring and evaluation of programmes with regard to Child Protection, in specific with regard to the Integrated Child Protection Scheme (ICPS) and child labour in Gujarat.
The thrust of the work will be two-fold: 1) to ensure effective programming to address child labour at state and district level. This includes the implementation of the IKEA funded project aimed at reducing child labour in six selected district in Gujarat; 2) to assist the State Government in the planning and implementation of the Integrated Child Protection Scheme.
The jobholder works at the State and District level under the daily supervision of the Chief of Field Office, and takes sector specific technical guidance from the Child Protection Section in Delhi.
Minimum Requirements : (Qualification, Experience & Competencies)
• Advanced university degree in any of the following: Child Protection, Social Sciences, International Development, or other fields related to the work of UNICEF.
• Five years progressively responsible professional work experience in social development, project management, monitoring and evaluation.
• Drive for results.
• Fluency in English and Hindi. Knowledge of Gujarati an asset.
• In depth understanding and knowledge of the child protection issues, in particular child labour.
• Current knowledge of development issues, strategies, as well as programming policies and procedures in development cooperation, in particular pertaining to child protection, and child labour.
• A strong familiarity as to how public administration systems affect delivery of results for children.
• Understanding of the governance system in the states, national flagships, PRI system, etc.
• Understanding of social mobilization and behaviour change communication.
• Understanding of the importance and role of partnerships.
• Proven ability to conceptualize, innovate, plan and execute ideas, as well as to impart knowledge and teach skills.
• Analytical, negotiating, communication and advocacy skills.
• Report writing.
• Training ability.
• Computer skills, including internet navigation, and various office applications.
• Demonstrated ability to work in a multicultural environment, and establish harmonious and effective working relationships, both within and outside the organization.
