HIV AIDS Specialist (Protection)- New Delhi

Major Duties and Responsibilities:-


1. Provides technical advice to Government of India and counterparts as well as support in the provision of technical advisory service at the State Level both internally and externally with the objective to accelerate operationalization of the Policy on Children and AIDS and the implementation of the National Guidelines protection care and support for children affected by HIV and AIDS and strengthen Protocol for testing, counselling and disclosure for children.  Assist in the timely and efficient delivery of quality outputs and achievement of programme targets and results. 

2. Assists Government to plan and organize multi-state training and other capacity-building activities that support the operationalization and further development of the Policy on Children and AIDS as well as other state-initiated programme initiatives. Provide back-up support to State Offices in organizing meetings/workshop on HIV programme priorities

3. Support development of  advocacy plan for children affected by HIV/AIDS and  ensure communication campaigns  are child-specific and focused on ‘Child Rights and HIV/AIDS’ and knowledge management of  ‘Children and AIDS’.

4. Contributes to annual work plan of Specialists in the State offices and the design of technical programmes in the States. Analyzes and evaluates data and/or proposes corrective action to State Offices when necessary, to meet programme/project objectives in the area of children affected by HIV. Provides guidance and support to staff to manage and implement projects.

5. Prepares the sectoral documents for the Country Programme Recommendation       (CPR) and Plans of Action, Country Programme Summary Sheet, etc. Document programme implementation and help finalize programme-related publications/reports on best practices, lessons learned, etc and prepare policy brief and concept notes.
Writes programme/reports as required for management, donors, budget review, programme analysis, annual reports, etc. 

6. Contributes towards the preparation of the Situation Analysis and Mid Term Review by compiling data, analyzing and evaluating information

7. Undertakes field visits for monitoring oversight of programmes, as well as conducting periodic programme reviews with government counterparts and other partners. Recommends action for programme adjustments. Provides technical advice and assistance to government officials and other partners in the planning and management of programme/projects.

8. Meets with national and international agencies covering the new innovations of the programme. Participates in meetings with Ministries responsible for national programme/project review, and follows up on implementation of recommendations and agreements. Assists in the development and/or introduction of new approaches.

9.  Participates in inter-sectoral collaboration with other programme colleagues. Establish and maintain contacts with SACs and regularly liaise with other State POs/State Representatives and Project offices in protection, health and CDN Delhi Sections, and selected bi-lateral partners. Facilitate individual and multi-stakeholder consultations, both formal and informal, to share lessons learnt and discuss and plan collaborative/networking mechanisms, as well as future strategic options

10. Ensures the accurate and timely input of programme information in computerized programme system and the issuance of status reports for monitoring and evaluation purposes.

11. Self-Development: The incumbent is expected to regularly update his/her knowledge on sector-related technical issues through participation in workshops, network meetings and self-learning, including study of specialized publications.


Qualifications, Experience and competencies required: -

• Master’s degree in Social Science/Public Health or related fields..
• Five years progressively responsible professional work experience in the areas of programme planning and management, policy analysis, strategic planning and the practical applications of public health policies. A background in multi-sectoral programming, plus previous filed experience in HIV
• Work experience with multilateral/bilateral donors and Government an asset.
• Fluency in written and spoken English is required. Knowledge of the local languages at the duty station is an asset.
• Excellent and in-depth technical knowledge and skills within the sector
• Current knowledge of development issues and policies, as well as programming policies and procedures in international development cooperation, specifically of the respective sector.
• A familiarity as to how public administration systems affect delivery of results for children
• Understanding of social mobilization and behaviour change communication
• Understanding of the importance and role of partnerships
• Ability to conceptualize, innovate, plan and execute ideas, as well as to impart knowledge and teach skills.
• Analytical, influencing, negotiating, communication and advocacy skills.
• Report Writing
• Training ability.
• Computer skills, including internet navigation, and various office applications.
• Demonstrated ability to work in a multicultural environment, and establish harmonious and effective working relationships, both within and outside the organization.
