Procurement Officer (Analyst)
Purpose Of The Post
This position is to provide data management and efficient analysing services on procurement, supply chain management procedures and policies to the S&P section as well as state offices as required.

Major Duties And Responsibilities
- Produces, compiles and standardizes progress reports, trend reports and other follow up reports with regards to procurement, logistics, spend, improvements and achievements. Incorporates lessons learned into the sections data base through proper documentation and communication of problems solved and the tracking of improvement initiatives. Produces bench marking reports with respect to other UN organizations and Best Practice. (35%)
- The incumbent provides overall management and supervision of supplier data entered into the procurement system. Add, maintain, update and deletes suppliers data in the procurement system by communicating with the suppliers through the maintenance of a supplier portal on the internet or direct communication. Reports to S&P and state offices on suppliers’ behavior and status through regular reports. (30%)
- Assists in the review and analysis the existing procurement policies, procedures and system requirements to identify areas of risk. Monitors the implementation and effectiveness of proposed action plans or solutions to complaints & audit findings Analyses trends and identifies potential improvement areas based on statistical analysis of the performance indicators. Provides documentation support on the procurement system to 3rd parties e.g., internal auditors. (25%)
- Conducts questionnaires on customer, supplier and employee satisfaction and investigates complaints from users (not limited to state offices), S&P employees and suppliers and reports findings; discusses results with the C S&P and determines action necessary. (25%)
- Provides any other tasks as assigned by the Chief, Supply & Procurement Section. (5%)
Working Conditions
Normal office based post with out of office duties and travel to State offices as required
Qualifications, Skills and Attributes
Education
University degree in Business Administration, Finance, Management or a related field
Work Experience
- Two years of progressively responsible professional work experience at the national and international levels in supply / logistics management, of which some should be on managerial level.
- Training in statistical models or other experience from statistical applications is desirable Experience of work in developing countries preferred.
Languages
- Fluency in English. Knowledge of the local language of the duty station is desirable.

Independence
- Works under the supervision of the Procurement Officer.
- Incumbent is expected to take initiative and exercise judgment in interpreting existing policies and procedures, as well as advising and resolving procurement and supply related issues.
- Work-in-progress is generally reviewed with the supervisor prior to final decisions being made. The end product is usually reviewed for the attainment of objectives
Guidelines
- Post requires interpretation and application of guidelines, and requires recommendations when deviations from the guidelines are necessary, in order to achieve programme efficiency and effectiveness. Guidance from the Procurement Officer is required prior to decision making.
- Procedures may not always be standardized and specific, applicable guidelines are not always available as, for instance, in emergency situations.
Impact and Consequence Of Error
- Prepares reports which indirectly could influence procurement decisions which directly impact on programme implementation and UNICEF's credibility with the government.
- Supply and procurement decisions strongly impact on the service quality or the quantity, quality and timing of supplies delivered in support of UNICEF's assistance to the government and partners. Errors in judgment and incorrect procurement decisions directly affect programme development, delay programme implementation, and result in loss of credibility and funds.
