The commemoration of the 20th anniversary of the Convention on the Rights of the Child (November 20, 2009) was the ideal framework for reviewing the progress achieved and challenges facing Guatemala in the implementation of children’s rights.  Among the most notable advances are enactment of new laws and reforms to the legislation relating to children to harmonize it with the principles of the Convention: extended coverage of free primary education and incorporation of children's best interests in the humanitarian response to crises and emergencies.

The most important and urgent challenges faced by Guatemala in fulfilling children's rights are overcoming chronic malnutrition, putting an end to violence and impunity for crimes committed against children, and full implementation of the existing legislation and national and municipal policies relating to children, together with appropriate resource allocation.
