- What are the countries covered by UNICEF Gulf Area Office?

UNICEF Gulf Area Office (GAO) covers activities in Saudi Arabia, United Arab Emirates, Kuwait, Qatar and the Kingdom of Bahrain. It is called an area office, because unlike country and sub-offices, it covers more than one country with its base in Riyadh.

- How was the UNICEF Gulf Area Office formed?

It was formed in 1987 through the consolidation of country offices in Bahrain, Saudi Arabia, and the United Arab Emirates. Its formation reflected the thinking that social and economic development in the Gulf merited the upgrading of UNICEF support from the more traditional country programmes, often with a service delivery orientation, to an enhanced level with emphasis on social mobilization, national capacity building, advocacy and communication. - What is the basic of relation between UNICEF Gulf Area Office and the Gulf Countries?

The Basic Co-operation Agreement (BCA) is the main relation document. It was signed between UNICEF GAO and the Kingdom of Saudi Arabia in July 1961, and with the United Arab Emirates in March 1972. Process is underway to sign the draft BCA with the Kingdom of Bahrain. BCAs with the government of Kuwait and Qatar are yet to be signed. 

- What is the evolution of UNICEF Gulf Area Office?

Prior to 1975 UNICEF cooperation with Saudi Arabia was provided through the Beirut Regional Office. In 1975 UNICEF opened a Liaison Office in Riyadh. This was upgraded to a Country Office in 1981, and to a Gulf Area Office in 1987. Starting 2004, UNICEF opened a fundraising office based in Dubai. Click for more details on the evolution

 - What were the main areas of past cooperation with the Gulf Countries?

Over the last 25 years UNICEF’s partnership with the Gulf countries has shifted from direct support in delivering basic social services to programme strategies based on policy advocacy, capacity development and child rights monitoring.

The main roles of UNICEF Gulf Area Office are (a) Programming, (b) Private Sector Division, and (c) Communication:

(a) Programming

- from 1961 to 2003 focus on service delivery
- from 2004 to 2006 focus on Technical Support through Country Programme Document
- from 2007-2009 focus on Country Programme Action Plans (CPAP)
