The SCOPE of work is briefly described below. A more detailed scope of work will be provided to vendors that will eventually be invited to submit proposals.
1.0 Description of requirement:
UNICEF is seeking Expressions of Interest (EOIs) from qualified companies with experience in research, analysis and development of competency frameworks, skills benchmarking, capacity building strategies and programmes, with specific expertise on Information Communication and Technology (ICT), to conduct a competency analysis study leading to the formulation of global capacity building strategies in ICT and a proposed roadmap for development.
The objective is to better position the UNICEF ICT function globally to develop and sustain the required levels of ICT competencies, to meet efficiently and effectively our organizational requirements in the next four years. The recommendations of the study must reflect on and contain specific strategies for continuous development and upgrading of managerial, leadership and technical capabilities and skills in the relevant ICT roles for both ICT professionals and general service categories.
a. The interested companies must have performed substantial work in the field of ICT capacity building, and must be current on global ICT trends. The study is to be performed in UNICEF New York Headquarters with frequent conference calls to other UNICEF offices worldwide and the possibility of travel to the field in order to better assess the situation on the ground. The study will involve the analysis of global and internal data from documents and interviews of key people to come up with a proposed capacity building plan and roadmap for development. The estimated duration of the project is approximately 12 weeks from signing of contract.
2.0 SCOPE OF THE WORK
This is a non-inclusive breakdown of tasks that might be required as part of the study:
a. Analyze UNICEF key initiatives, strategies and projects
b. Analyze UNICEF's competency framework
c. Analyze ITSS global strategies, office management plan and portfolio of projects
d. Analyze UNICEF's global ICT current competency strategies
e. Analyze future ICT competencies requirements to meet organizational strategies.
f. Identify possible competency gaps.
g. Assess possible requirements for professional certification in key areas
h. Propose the formulation of an ICT-specific competency framework, based on and expanding on UNICEF's Competency Framework functional areas.
i. Propose strategies to fill competency gaps
j. Propose a capacity building plan and roadmap for development categorized by level, functional area, office size
k. Recommend performance indicators for measuring progress and evaluating the outcome.
l. Conduct a cost-effective analysis to ensure that the implementation cost does not exceed the cost of non-implementation of a plan.
m. Propose a business case for future individual competency assessment in key ICT areas.

Please use the attached form to prepare your EOI and include it when sending it to UNICEF. Due to the high volume of communication, UNICEF is not in a position to issue confirmation as to receipt of EOI's. Please indicate UNICEF's vendor registration number (if registered) and company contact details in the EOI.
Please note that no further details of the planned tender can be made available for vendors prior to issuance of the solicitation documents.
