Executive summary
Background
The Day Care Center (DCC) TISA is the first day care center and a pilot project for children with disabilities, developed in a sustainable manner and in partnership between Ministry of Labor and Social Welfare, Center for Social Welfare, Municipality Bijelo Polje, and Association of Parents for children with disabilities and UNICEF with international partners. The day care center is fully functional within the social protection system, including the transfer of funds from central to municipal level.
Purpose/Objective
Objectives are to assess the quality of services provided within the center, to assess the existing organizational structure and provide recommendations for organizational improvement in the future. The evaluation is supposed to serve as a source for the Ministry of Labor and Social Welfare with regards to extending the DCC network in Montenegro and thereby ensure the inclusion and participation of children with disabilities in the society.
