UNICEF, the world's leading organization working for the rights of children, seeks a Deputy Regional Director, D-1, Bangkok, Thailand.
Supports the Regional Director in the management of the Regional Office. Provide leadership and support to Country and Area offices, ensuring coordination and synergy between regional staff and country office leadership in information exchange and maintaining strategic alliances.
The Deputy Regional Director advises and assists the Regional Director on matters relating to regional policy formulation and implementation supporting UNICEF programme, operations and communications strategy. Represents the Regional Director within and outside the United Nations system, as required.
The Deputy Regional Director provides oversight for programme management in the region, providing direction, leadership and guidance to the multi-disciplinary team of professionals of the regional office to ensure the achievement of organizational mission, strategy, goals and objectives. The Deputy Regional Director may directly supervise the Operational or Programme areas as designated by the Regional Director.
. Advanced university degree in Social Sciences, International Relations, Government, Public Administration, Social Development, Development Planning, or other relevant disciplines.
. Twelve to thirteen years of professional work experience in formulation of policy in international or national administration; experience in external aid administration and senior level international development administration.
. Experience/familiarity with emergency and security.
. Executive Board and other policy Documents, ExDirs and PROS related to the areas of expertise.
. CRC, CEDAW and other human rights instruments/standards
. Broad knowledge of UNICEF programme policy, procedures and guidelines.
. CCA/UNDAF Guidelines directives from UNDGO/IUNDG.
. Thorough knowledge of MDG; Mid-Term Strategic Plan.
. Regional Office programme documents and work plan
. National Development Plans, Policies and relevant legislation
. Knowledge of latest research and technical innovations in the areas of programme.
. Fluency in English. Another UN language an asset.
. Proven expertise in UNICEF operations and programme management and policies. Ability and willingness to strongly support and champion operation's innovation for greater efficiency and effectiveness across the region.
. Strong management and team leadership experience of sections or units with diverse portfolios to be able to coordinate technical advisers in EAPR. Demonstrated strong people skills with peers and partners.
. Experience leading a complex emergency operation.
. Experience as a UNICEF Representative in a large country office highly desirable.
. Experience with politically sensitive issues and proven ability to work well in a highly complex political context, with knowledge of international and regional political issues.
. Very strong understanding of programme development, UNICEF's role in MICs and leveraging national and external policies and budgets.
. Proven capacity and record on advocacy, communications and representation at the highest levels and with external partner organizations
