Lead Consultant, Maternal and Child Social Health Insurance Baseline Survey, Programmes, New York Headquarters

UNICEF seeks a Lead Consultant (SSA) Maternal and Child Social Health Insurance Baseline Survey, Programmes in its Office in New York.
Purpose of post:
To explore and document the current situation of risk-pooling health insurance entitlement and coverage for mothers and children in Africa and Asia, as well as the options for and constraints against increasing coverage, as a starting point for a) preparing an evidence-based advocacy case for the introduction of universal entitlement to social health insurance protection at the policy level, and b) providing targeted support to countries that choose to adopt and implement such policies. The survey method and outline questionnaire design are contained in the attached project documentation.
Your Profile:
. Postgraduate university degree in health policy and\or financing, social policy or protection or equivalent professional qualifications in insurance;
. Knowledge of and experience with the creation and development of health insurance systems, including those in the social sector;
. Capacity to participate in consultative activities and experience in dealing with senior Government and/or private sector officials;
. At least 15 years of relevant professional experience, of which at least 5 years should be in low and/or in middle-income countries, preferably in Africa and/or Asia.
. Proven experience in training teams in implementing and analyzing surveys (data collection, validation, entry and analysis) appropriate to developing country contexts
. Fluency in English is essential; knowledge of other UN languages, particularly French, is desirable.
. Advance computer skills
. Demonstrated communications and written skills.
. Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships.
