Education Specialist, Emergencies, L-3, Dakar Regional Office, Senegal (TA)

You will provide technical assistance and support to country offices in the region on emergency preparedness, response and post-conflict reconstruction in line with UNICEF's revised Core Commitment for Children (CCCs) and the Regional Office Humanitarian Response accountability
Major duties:
Provide assistance to a team of UNICEF Specialists to develop and administer UNICEF Programs of Co-operation in Education in Emergencies in 24 countries in the region, in the following manner:
Technical Assistance:
. Formulate regional program goals and objectives and support development of country emergency response strategies and implementation frameworks, through consultation with other sectoral programs, especially on regional interpretation of UNICEF global policies and program management and in accordance with the revised CCCs, the Mid-term Strategic Plan (MTSP) Key Result Area 4 and the regional accountability for Humanitarian Response.
. Plan, organize and conduct trainings and orientation activities in emergency education planning and response, rapid assessments, large-scale procurement and distribution as well as application of Minimum Standards for Education in Emergencies. Ensure regular training/updating of Education Project Officers as well as Government partners in the area of Education in Emergencies preparedness planning and response.
. Collaborate closely with the communication section for the development of materials and strategies to support advocacy and behavior change in the area of Education in Emergencies for children and adolescents.
Program Oversight and Quality Assurance:
. Develop and implement a sector specific monitoring and quality assurance system and tools to monitor performance of UNICEF supported emergency education program, their degree of coherence and compliance with the CCCs and Minimum Standards as applicable to the regional country context.
. Review and enhance preparedness and response plans (UNICEF's Emergency Preparedness and Response Plan - EPRP; contingency plans etc.), and ensure that provision is made for fulfilling the right of all children, in particular girls and other excluded children, to a basic education of good quality.
. Undertake field visits to identify and respond to specific needs and requests from country offices, including monitoring and evaluating progress in the implementation of Education in Emergencies activities in the WCAR region with particular focus on access and quality education; identify problems and propose remedial action. Identify alternative courses of action to help Cos to accelerate/improve achievement; in addition, provide surge support for preparedness and responses to emergencies, and innovative approaches to teaching and learning.
. Contribute to the development of the work plan for the Education Unit and ensure that goals and targets are achieved. Assist monitoring expenditure of regional Education in Emergencies program funds, including regular and other resources. Participate in the review of Country Office Annual Reports on Basic education and in the production of the Basic Education segment of the Regional Analysis Report
. Contribute to increasing the financial resources available for Education in Emergencies programs in WCAR through advising and assisting country offices in the development of funding proposals, and coordinating their implementation at the Regional level once funded.
Knowledge Management and Intellectual Leadership:
. Contribute to preparation of relevant program reports required for management, the Executive Board, donors, budget reviews, program analysis, annual reports etc.; prepare concept papers and technical notes in the area of responsibility. Undertake studies and evaluations on key issues in education in emergencies design and delivery, as required.
. Support monitoring and reporting processes and document best practices, gaps and opportunities in the overall social and economic situation and potential benefits for education programs.
. Contribute to strengthening the knowledge base and capacity for programming in Education in Emergencies, including preparedness and response planning in the region by documenting existing efforts and programs in the region; develop and maintain a data base on Education in Emergencies materials and tools in the region; disseminate key information among Country Offices (COs) on a regular basis.
. Update and operate a roster of consultants and institutions in WCAR and elsewhere in the area of Education in Emergencies, with a major focus on preparedness planning. Participate in country program reviews and evaluations, and provide appropriate technical advice as required.
Strategic Partnerships:
. Liaise with the INEE and other relevant global, regional and sub-regional inter-agency partners to develop regional strategies, methodologies and identify new approaches for improving program delivery, and inter-sectoral as well as inter-agency collaboration in education in emergencies with emphasis on education preparedness, response and early recovery/reconstruction.
. Establish and pursue strong partnerships with other international agencies, bilateral and UN agencies as well as with NGOs working in the area of Education in Emergencies, with a view to knowledge building and experience sharing
. Undertake, as a member of the Education Unit, any other duties as assigned by the Education in Emergencies Specialist and the Regional Education Advisor.
Your profile:
Advanced university degree in Education or Social Sciences, preferably international humanitarian assistance with focus on education in times of crisis or related technical field. Current knowledge in the area of Education in Emergencies. Some training in social statistics would be an asset.
At least five years progressive experience at national and international levels in the conceptualization, planning, assessment, monitoring, evaluation and management of Education in Emergencies or related professional work experience. Experience in West- and Central Africa as well as work experience in complex emergency situations is desirable. Experience in UNICEF (or other UN agency or large (I)NGO), country program preparation and program management would be an asset.
Fluency in French and English language required.
