Bidding Opportunities for Evaluation Services
UNICEF is seeking qualified institutional bidders for EVALUATION SERVICES for the programme GETTING READY FOR SCHOOL: A CHILD TO CHILD APPROACH.
The programme is an innovative attempt to better prepare young children for schooling by a series of supportive interventions including child-to-child efforts using older siblings already in school. The Child-to-Child approach is a promising alternative to provide cost effective and efficient interventions in ECD in developing countries, especially for the more marginalized or deprived population. The intervention approach will be pilot tested in 6 pre-selected countries, which are: Bangladesh; China; Democratic Republic of Congo; Ethiopia; Tajikistan; and Yemen.
The aim of the evaluation is to investigate the viability of the Child-to-Child approach in these 6 pilot countries as an alternative ECD intervention to support child, family and school’s readiness. Given the innovative nature of the intervention, UNICEF is seeking qualified bidders to measure programme success by using the most up-to-date research ideas and knowledge on programme evaluation.
The evaluation contract is proposed for a period of 24 months commencing in November 2007. International travel is expected, the destination for each trip will vary, but will be limited to one the 6 countries participating in the evaluation.
The programme and evaluation hold important lessons for understanding ways to impact early learning and development as they will provide the much needed evidence regarding the value of such an approach to promoting school readiness. This is an exciting and important opportunity to use data to support the evidence-based advocacy needed to scale up initiatives nationally as well as promote locally sustainable models of early childhood intervention other countries.
