Despite the fact that they constitute more than 40% of Egypt’s population, children and their rights are still low on the priority list of social policies. UNICEF places a strong emphasis on community awareness education, dialogue and involvement to bring about social change favourable to children.

Social Policy Innovations
The launch of the Egypt National Child Rights Observatory, a tripartite initiative among the Egypt Cabinet Information and Decision Support Center (IDSC), the National Council for Childhood and Motherhood (NCCM) and UNICEF, in 2008, marked a new phase in Egypt’s promotion of social policies in line with children’s rights. The Observatory collects and analyses information on the status of children children and gives policy advice to help formulate child-friendly and evidence-based policies.the formulation of more appropriate child-friendly policies.
UNICEF is working with several universities in Egypt and Europe to establish a one-year postgraduate diploma on Public Policy and Children. The diploma will help to better advocate, legislate, programme and allocate funds for children.
Strategic Information on Children
In coordination with national and international partners, UNICEF is taking the lead in establishing national Evaluation and Research Network to professionalize the evaluation function. This network plans to strengthen monitoring processes and knowledge management systems, to promote evidence based policy making.
UNICEF supports the Egypt Cabinet Information and Decision Support Centre and the Central Agency for Public Moblization and Statistics, CAPMAS, in adopting UNICEF data mapping technology (DevInfo) for the management and dissemination of data on women and children. This will improve knowledge management systems and feed into better decentralized planning.
Media and Advocacy
UNICEF works to increase public awareness on children’s issues through its relationships with the media, celebrities, private sector and other influential organizations. Children are trained on using media tools to better explore issues of concern to them. The project also seeks to influence child rights-based policies through good use of evidence and data-based information.
Communication for Development
UNICEF supports informative campaigns at the national and community levels on hygiene, HIV/AIDS, FGM/C, immunization, early childhood development, improving the portrayal of women in the media and finally building national capacities in the area of Communication for Development to enable better planning of national strategies. Of recent and particular concern is the community outreach educational programme for Avian and Pandemic Influenza in rural, semi urban communities and schools. UNICEF collaborates with partners to build capacities of an extended network of 25,000 community health workers and teachers to conduct behavioural and awareness campaigns targeting 6 million families and 4 million children in the targeted areas.
