According to the Observatory of the Rights of Children and Adolescents, between 2002 and 2004, the situation of the Ecuadorian children of ages 0 to 5 did not improve much. The Observatory analysed the fulfillment of their rights and rated the country as a student.  Having scored 3.9/10 in 2002, it currently has only a 4.3/10 grade.  In both cases, it flunked.

The Children Rights Index for children under 6 (CRI-1) measured by the Observatory refers to three basic rights:

- To live
- To a healthy growth
- To develop emotional intelligence and self-assurance

In order to rate the fulfillment of these rights in the early years, every year the Citizen Observatory investigates, on the basis of national statistics:

How many children died before the age of 6?

How many children have not grown enough for their age and suffer from chronic malnutrition?

Is there is an increase in pre-school coverage?

These questions are answered for each province as well as for the country as a whole.
