Overview

 Established in Djibouti since July 1981, UNICEF has never ceased to join hands with the government, the Djiboutian nation and its partners to create an environment where children are guaranteed a good start in life and access to quality basic education including free and compulsory primary education for all, a system offering all children, teenagers included, the opportunity to develop in a safe and supportive environment. Children’s cultural, intellectual, affective, social, spiritual, psychological and physical development remains the main (core ) concern for the national and international actors of development who work for the improvement of the well-being of the Djiboutian child. 
The objective of the current Cooperation program 2003-2007 between the Republic of Djibouti and UNICEF is to contribute to the national efforts for the respect, protection and promotion and achievement of children’s and women’s rights to life, development, to protection and participation as defined by the convention on children’s rights, the convention for the eradication of all forms of discrimination against women, and the declaration on a decent world for children as stated by the special United Nations session on children in May 2002.

This cooperation program is organized around four main strategies: the improvement of the quality of social services, advocacy before governments and civil society to get their effective and sustained commitment in favor of the defense of children’s and women’s rights, the development of national capacities, the agreement and effective participation of the beneficiaries. It is made up of four sector based programs: children’s right to lifeand development, education and gender equality, fight against HIV/AIDS, children’s protection. Monitoring and evaluation is a transversal and integrated component of all sector based programs. This cooperation program is carried out by many ministries and NGOs with the technical support of UNICEF. It is financed by the UNICEF head office, bilateral partners, among which USAID, UNICEF local committees, donor countries and the government of Djibouti.
