保护儿童免受暴力、剥削和虐待

儿童本应在能够确保其得到保护的环境中成长。联合国儿童基金会帮助营造一种具有保护性的环境，使儿童不仅免受虐待，还能保障其身体健康营养充足，具有抵御疾病的能力。营造这种带有保护性质的环境是保护儿童免受虐待的最好方法。

为了实现这个目标，联合国儿童基金会帮助社会各级机构以及政府增强意识，并提高他们的能力。在一个具有保护性的环境里，从儿童到健康工作者、政府以及私企，人人都有责任保护儿童免受虐待和剥削，

联合国儿童基金会认为：正如联合国《儿童权利公约》所规定的，所有儿童都应该受到保护。联合国儿童基金会呼吁政府、家庭、社区和个人尊重儿童的权利，并在此过程中向他们提供支持。另外，儿童和青少年本身也要在自我保护中发挥积极作用，同时也要呼吁保护他人。

联合国儿童基金会认为保护性的环境应具有以下八个重点：

态度、传统、习俗、行为和做法
政府对权利保护履行承诺
公开讨论并将儿童保护问题列入其中
保护性的法规与实施
孩子周围人群的保护能力
儿童的生活技能、知识和参与
有关儿童保护问题的监控和报告
康复服务和重新融合服务

以上任何一个方面的欠缺，都容易导致儿童受到虐待、暴力和歧视的伤害，儿童的权利也容易受到侵犯。
