飓风迪安：牙买加灾后重建，而墨西哥和伯利兹正在备战

飓风迪安退却

2007年8月20日，美国纽约。联合国儿童基金会与其在加勒比海地区的人道主义合作伙伴正采取行动，保护受飓风迪安影响的儿童和家庭。飓风迪安的危险级别为4级，牙买加在昨天遭到飓风重创后开始重建，而伯利兹和墨西哥政府正在为飓风的即将登录做准备。

飓风从牙买加南部过境，避免了正面袭击。但是强风暴雨造成大面积的山崩、道路堵塞、吹倒树木和电线，以及大面积地损坏了屋顶。目前，飓风正在向尤卡坦半岛前进，伯利兹和墨西哥的沿海地区已经拉响飓风警报。

联合国儿童基金会驻牙买加代表伯特兰德.班韦尔在今天的电话采访中说：“迪安是我们本季在加勒比海所遇到的最严重的飓风。”

他继续说：“一些社区因山体滑坡和巨浪而被围困。到目前为止，受灾最严重的地区是牙买加的东部和南部教区。我们估计有30万名灾民，其中9万人是儿童。”

飓风迪安8月19日过境牙买加南部，沿海社区牛湾的居民审视财产遭暴雨骇浪袭击后的损失。

满足牙买加儿童的需要

班韦尔先生说，联合国儿童基金会已经订购救援物资，以援助受灾民众。这些物资包括紧急卫生箱和水箱，将于本周中期送往灾区。牙买加的多数地区还处于停电和停水状态。

飓风过后，联合国儿童基金会驻牙买加办事处预测，灾区最需要的将是基本保健、安全饮用水、卫生设施、心理辅导和儿童教育等。班韦尔先生说：“虽然孩子们现在没有上学，预计他们将在9月回到学校上课。我们需要确保受灾的学校和家庭得到协助，为新学年做好准备。

联合国儿童基金会代表说，儿基会还将专注于保护脆弱儿童，他们的需要和权利在这样的紧急状态下往往被忽视。他说：“当然我们还要注意飓风即将登陆的伯利兹，然后是墨西哥。”
