2007 年人道主义行动报告：性别偏见在紧急情况下危害儿童生活

在全世界33个紧急情况中，需要采取必要措施保护妇女和儿童的权益。

2007 年 1月29日，美国纽约 - 2006 年自然灾害和人为灾难继续在全世界使儿童的正常生活受到影响。毁坏性的洪灾肆虐地扫过非洲之角；冲突继续在达尔富尔和其它地区进行着；极端贫穷已在象海地这样的国家形成了很大威胁。

诸如此类的紧急情况，已严重影响了妇女和儿童的正常生活。对妇女的歧视使儿童们变得更脆弱无助。

今天发布的联合国儿童基金会2007 年人道主义行动报告中提到，处理两性不平等问题对在危机时期挽救儿童的生命是至关重要的。

遭到攻击、排斥和剥夺权利的妇女儿童

“妇女和儿童在这些处境中尤其脆弱，”联合国儿童基金会紧急方案部主任丹.图勒先生说到，“冲突和流离失所的情况为虐待和剥削儿童提供了挈机。如果不去制止，你也不能使儿童得到保护。保护妇女能使我们帮助他们使其权利得到保障，并帮助我们达到保护儿童的目的。”

在危机期间，妇女易患疾病和怀孕并发症。其中也包括：

遭到剥削和性暴力的伤害
被排斥在决策参与和学校教育之外
得到充分保健和营养的权利被剥夺。

但是紧急情况也会提供很多独特的机会让我们来促进两性平等的工作。

处于紧急情况下的妇女如果不受到保护，那么儿童的健康和安全也将受到威胁。

将危机转变为机会

“联合国儿童基金会能够在紧急情况下做许多事，”图勒先生说，“在儿童方面最容易做的事乃是重启教育，并确保女童与男童一样都能回到教育系统里来。就拿达尔富尔的例子说，由于采取了紧急行动，学校里的儿童比任何时候都多，重返达尔富尔学校的女童也比任何时候都多。”

“尽管这样的紧急情况令人恐惧，”他继续说到，“但也为我们提供了难以置信的时机来开始增加援助，向着争取妇女和儿童权利的方向开始迈进。在处理保健和营养方面的问题时也是同样的。”

新的报告呼吁捐款6亿3千5百万美元以此确保对全球33 个出现紧急情况的国家中妇女和儿童的保护。处于紧急情况下的妇女如果不受到保护和赋予权利，我们难以在 2015 年之前达到公平和两性平等的千年发展目标。
