Actions and measures
Through its Knowledge, Advocacy and Plan of Action project, UNICEF supports the National Working Committee on Children and Women (NWCCW) and the National Bureau of Statistics (NBS) to strengthen planning, monitoring and evaluation of the national plan. The project's activities include: • Support NWCCW to develop a County NPA Implementation Guideline, as a useful tool for NPA implementation at local level. The project also brings national technical experts into local monitoring and supervision activities. Training courses are conducted to improve the capacity of provincial and local staff to develop and monitor planning for children. • Support to 32 poor counties in western China to develop an effective Cross-sectoral Plan for Children under the slogan “Let's Make It Happen for Children”. • Support NWCCW to develop a Child Information Center website (http://www.cinfo.org.cn/) to promote child rights, raise awareness of the national and local plans of action, and share information. A Newsletter on the national plan is also compiled and distributed to further spread information about children's issues among those working for children. • Promote the development of national database software with the NBS and its provincial branches in to monitor the NPA monitoring: NPAInfo (based on the same software used to monitor the Millennium Development Goals) has been established and provincial databases are under development. • Collaborate with NWCCW and other research institutions on studies into new and emerging issues in China. Since 2001, UNICEF has supported national surveys on Disabled Children Aged 0-6, research into the Consistency of NPA Targets and Global Goals, Migrant Children Survey in Nine Cities, Beijing Injury Survey, etc. The findings and results of these studies have had very positive feedback and have had improved policy development.
