UNICEF Regional Office for CEE/CIS is seeking expression of interest from firms and individual experts having relevant experience in the region, in the provision of consultancy services to strengthen UNICEF regional capacity as well as that of national counterparts in the areas of:

(a) economic analysis and costing, budget policy, social sectors expenditure analysis and performance monitoring
(b) social protection, including reform of social protection systems, universal or targeted child benefits, linkage to reform of child welfare systems
(c) decentralization, its impact on various aspects of development, such as the efficiency and equity of social services delivery.

Interested firms and individual consultants should send their expression of interest to CEECIS@unicef.org before September 15. In doing so applicants may wish to provide information along the following lines

1.Name and brief description of institution, including mission statement / CVs for individual consultants
2.Brief description on how you would approach the issue
3.Statement on the relevant experience in CEE/CIS region, examples of projects implemented/research carried out in a related field (as an attachment)
4.Schedule of fees/remuneration rates
5.Timeline/Availability throughout 2007-2008
6.Languages
