WHAT
A briefing which highlights the importance of inclusive education for
children with disabilities through the experiences of Armenia, Montenegro and Serbia: good practices and innovations,
appropriate legal framework, suitable policies, communication campaigns and
financing. Other governments are urged to follow suit and put in place
inclusive education policies for all children – a critical element of social
inclusion - and to ratify the Convention of the Rights of People with
Disabilities.

WHY
An unacceptable number of
children with disabilities are hidden away at home where they receive no
education and no support. Children with disabilities are often excluded and
invisible and their rights are being violated. There is a need for policy
reforms and a change in attitude. Inclusive education provides the
opportunities needed for children with disabilities as well as other excluded
children to achieve their full potential so they can be active and productive
members of society and an important social and human resource.
