Early childhood development experts enhance capacity in monitoring and evaluation in Turkmenistan
ASHGABAT, 27 November 2012 – As a result of the three day workshop, the Inter-Ministerial group on the National Programme on Early Childhood Development and School Readiness (ECD) for 2011-2015 have prepared a draft comprehensive monitoring framework for the National Programme on ECD.
The workshop is a part of the technical capacity building process in early childhood development area for the national specialists from various sectors such as health, education, social protection and finance, who are responsible for the implementation of the national programme. The Ministerial group was able to review the current implementation progress of the national programme reported by respective sectors. The group also gained valuable insights into integrated systemic approach to ECD, which creates an enabling environment for key programme participants comprising children, parents and larger communities with available quality services to have the best start and holistic development opportunities for all children, including children with disabilities.
Monitoring and evaluation, as one of the critical management strategies was the focus of the workshop. The ECD national experts had a hands-on experience in designing an ECD monitoring and evaluation framework in line with the objectives of the National Programme on ECD, which encompasses indicators at input, output, outcome and impact levels.
The capacity building workshop was facilitated by the UNICEF international expert Dr. Hakan Yilmaz, as well as Ms. Deepa Grover, UNICEF Regional Early Childhood Development Adviser and Ms. Erin Tanner, UNICEF Regional Education Specialist.
UNICEF will further provide technical support to and partner with the Government of Turkmenistan in implementation of the National Programme on ECD, including the enhancement of the effective information management system.
