The Government of Turkmenistan lays the ground for the development of the National Plan of Action for Children
Ashgabat, Turkmenistan, 1 December 2010 – The United Nations Children’s Fund jointly with the National Institute of Democracy and Human Rights of Turkmenistan has conducted a two day workshop on the development of the National Plan of Action for Children (NPA). The participants of the workshop were the members of the Working Group of the Inter-ministerial Commission on the implementation of the international obligations of Turkmenistan in human rights represented by Mejlis, Ministries of Health and Medical Industry, Education, Social Welfare, Justice, Interior, Economy and Development, Supreme Court, Institute of the State and Law, National Institute of Democracy and Human Rights, Prosecutor General’s Office, Labour Union, Women’s Union and Youth Organization.
The purpose of the workshop was to develop the capacity of the Working Group of the Inter-ministerial Commission on the implementation of the international obligations in human rights to prepare the National Plan of Action for Children of Turkmenistan within the framework of the Convention on the Rights of the Child, World Fit for Children and Millennium Development Goals. As a result of the practical participatory sessions the participants identified the key benchmarks towards optimal implementation of children’s rights, designed the structure of the NPA and elaborated on the contents of the document. The inter-sectoral representation of the Working Group made consultation and planning processes effective, inclusive and comprehensive to take into account the best interest of the child to address the Concluding Observations of the Committee on the Rights of the Child.
According to Ms. Antonina Comerzan, the workshop facilitator: “The NPA will also serve as a useful instrument in further enhancing the quality of children’s lives.” Ms. Comerzan is UNICEF international consultant with an extensive experience in preparation and implementation of the national programmes for children in Moldova and in the region.
This workshop was planned within the framework of the alignment of the national legal framework and policies with international standards and norms. The Concluding Observations of the Committee on the Rights of the Child in June 2006 highlighted the need to achieve more comprehensive implementation of the Convention on the Rights of the Child through the development a National Plan of Action for Children and the workshop was one of the events in the process of the NPA development.
