Meeting the fundamental human right to education for all children, and fulfilment of international commitments, such as the Education for All (EFA) goals and the Millennium Development Goals (MDGs) are critical challenges facing the governments of Central Asia, and their civil societies and international partners. To address these challenges, it is crucial for governments and education stakeholders across the sub-region to work collectively towards extending good quality basic education to all children and youth, especially those who are the most excluded.
The Central Asia Forum on Education (CAFE) 2009, set to be held the 15-17 September 2009 in Bishkek, Kyrgyz Republic, will provide a unique forum for technical experts in government, civil society and international organisations to work together, face to face, to discuss the most urgent priorities in education and to create concrete strategies for meeting the right to education for all children.
Goals and objectives
The CAFE will bring together national, regional and international technical experts to explore the most pertinent challenges and opportunities in education through in-depth interactive discussion, presentations of new research and reflection on good practices and lessons learned from the sub-region and beyond. Its aim is to address existing and emerging educational issues which are relevant to national, regional and international needs and priorities with the vision of moving toward a Central Asia where education contributes to peace, cooperation and improvement in the quality of life for all its citizens. The Forum’s goals and objectives, which are as follows, were established during an external review of the meeting in 2007 entitled Reshaping the Central Asian Education Forum: A framework for revitalizing its structure and functions:
- To build technical capacity in targeted areas of education that have been identified as national and sub-regional needs and/or priorities
- To strengthen regional partnerships between countries, NGOs, international agencies so that they become avenues for critical dialogue, collaboration and collective action.
- To support a multi-sectoral approach to identifying and addressing educational concerns, to forging partnerships, and to leveraging and maximizing the use of resources
The meeting’s sessions will address five themes identified as this years most urgent in 2009 (see links at bottom of page):
1. Inclusive education for children with special learning needs
2. Early Childhood Education and Development
3. Outcome-based planning: Decentralisation and education financing
4. National and International Learning Assessment
5. Monitoring progress toward the EFA goals.
