C4D follows a human rights based approach to programming (HRBAP) with a strong emphasis on ensuring the active participation of communities in analyzing their own situations, identifying locally feasible solutions and articulating policy issues with their leaders.
While different UNICEF offices utilize different approaches and models to develop C4D initiatives with national and local partners, in general, the design and implementation of these initiatives follow a core set of six key stages that are common to most models. These include:
