Component 5 - Strengthening capacities of service providers and community

Strengthening capacities of service providers and community presupposes all the support and technical expertise provided by UNICEF and external advisors, with an aim of training local experts for the implementation of efficient and self-sustainable system of social protection in Bosnia and Herzegovina. This will be achieved through their participation in the activities and through direct training. The training of government servants will focus on planning, management and policy development, while the training for service providers will focus on recognition of vulnerable groups as well as the training for cooperation with the community.

Expected outcome: Policy makers and service providers are increasingly able and ready to plan, manage and coordinate social protection services, particularly focused on marginalized children and their families.

Activities:

1. Training of governmental servants on the planning, management and development of policies for social protection and inclusion system: for individual sectoral ministries; training in finance, use of monitoring and evaluation in projects, training on the recognition and prevention of violence against women and children, exploitation and abuse, support for mine risk education and small arms, risk behaviors, human and child rights and the status of HIV/AIDS. 
2. Training of service providers: for teachers, health professionals, social workers, police, lawyers, controllers and inspectors in the ministries and municipal authorities, representatives of municipal authorities who are responsible for the issues of social protection and development as well as the members of the non-governmental organizations.
3. Establishment of test or pilot projects for the social protection and inclusion system at the level of community in 10 municipalities which will implement and document integrated approaches for the protection of child/family and inclusion.
