Component 4 - Vertical and horizontal review of the system of social protection and inclusionVertical and horizontal review of the system of social protection and inclusion will examine the competencies, roles and responsibilities within the sectors based on unified standards and instructions for implementation. The competencies of municipal authorities will be analyzed and compared; as well as the departments for social affairs and development; cantonal and entity ministries of education, health, social protection, internal affairs, justice and finance; and the state ministries: of finance and treasury, civil affairs, human rights and refugees, security and justice; the Directorate for European Integrations (DEI), Department for Economic Planning (DEP); as well as the international development organizations, donors and other advisory bodies. The most important expected outcome is a better cooperation between all institutions and organizations listed here, training of experts and development of strategy plan that will ensure a long-term benefit for the most vulnerable children. Expected outcome: Policy makers are able to recognize the flaws in the functioning and take the ownership over reforms in the social protection system at all levels of the government. Activities: 1.
