Component 4 - Vertical and horizontal review of the system of social protection and inclusion

Vertical and horizontal review of the system of social protection and inclusion will examine the competencies, roles and responsibilities within the sectors based on unified standards and instructions for implementation. The competencies of municipal authorities will be analyzed and compared; as well as the departments for social affairs and development; cantonal and entity ministries of education, health, social protection, internal affairs, justice and finance; and the state ministries: of finance and treasury, civil affairs, human rights and refugees, security and justice; the Directorate for European Integrations (DEI), Department for Economic Planning (DEP); as well as the international development organizations, donors and other advisory bodies. The most important expected outcome is a better cooperation between all institutions and organizations listed here, training of experts and development of strategy plan that will ensure a long-term benefit for the most vulnerable children.

Expected outcome: Policy makers are able to recognize the flaws in the functioning and take the ownership over reforms in the social protection system at all levels of the government.

Activities:

1. Review of competencies, functions and responsibilities which are necessary for an integrated social protection and inclusion system;
2. Vertical review of roles, competencies and functions for social protection, including the sectoral and inter-sectoral review of capacities, assessment of relations between social protection and inclusion system and socio-economic development and preparation of recommendations;
3. Horizontal review of the social protection and inclusion system in the following functional areas:  1) service provision; 2) needs for professional development; 3) harmonization of the position between beneficiaries and service providers on the quality and the form of services; 4) monitoring and evaluation; and 5) planning activities in accordance with the budget.

The Instruments to be used to implement horizontal review include the following:

  • Analysis of flaws in organizational and coordination sense;
  • Research among service providers and their superiors;
  • Documenting examples of good practice;
  • Implementation of quantitative and qualitative research among beneficiaries – about their perception, needs and complaints which refer to integrated services of social protection;
  • Research on perception, attitudes and practices among key decision makers on potentials to strengthen social protection and inclusion system within macro-economic system.
