Component 1 – Institutionalization of programs

The goal of this component is to establish a structure for the implementation of the project at the level of entire state, taking into consideration regional and administrative specificities, which will ensure an active participation of civil servants, institutions and civil society at all levels. All of them will act together to ensure the best inclusion of every child with the system of social protection, as well as the durability of achieved solutions, keeping in mind a broader context of socio-economic reforms. The servants and the officials involved in the sphere of social protection, security and child and family inclusion will accept an increased responsibility to upgrade the system in accordance with international and national laws and human rights precepts.

Expected outcome: Governmental institutions have established a managerial structure of the project, and they manage the development of the system of social protection and inclusion.

Activities:
1. Adoption of programs at the level state, entities; the Federation of Bosnia and Herzegovina, Republika Srpska and Brčko District;
2. Establishment of managerial structure, which will consist of representatives from all levels of the government (Steering Board, Working Group for Communication and Advocacy, Advisory Group for Civil Society, and working groups: (1) for policy and legislation, (2) for functional review, (3) for staff training, and (4) for monitoring and evaluation;
3. Definition of terms of reference for all participants;
4. Training of experts within the managerial structure and training for 100 governmental servants.
