Approach and Methodology

SPIS programme is founded on the principles of the Human Rights Based and Needs Based Approaches. The programme is based on the concepts of social inclusion, child protection, poverty reduction and social development including capacity building, advocacy, innovations in social services and decision makers’ commitment at all governance levels. In this regard, the SPIS programme focuses on three areas:

Improvement of the system of social protection and inclusion of children through participation of all stakeholders in policy design and formulation;
Strengthening of management and coordination structures at all governmental levels;
Building and improving local models of social protection and inclusion of children at municipal level.
