Inception workshops for representatives of new target municipalities in the EU-funded SPIS project

Representatives from 10 target municipalities and Brcko District participated in  two entity inception workshop to better understand social protection and inclusion concept, programme objectives, structure, methodologies, partners and expected results of the EU-funded Programme “Enhancing the Social Protection and Inclusion System for Children in Bosnia and Herzegovina”.  In two inception workshops, which took place in Teslic (23 and 24 February for Republika Srpska) and Sarajevo (27 and 28 February for the Federation of BiH) good practice examples werefrom municipalities included in the previous phase (Bileca, Laktasi, Novi Grad Sarajevo and Novi Travnik). Work groups will define recommendations on key issues and agree on follow up actions for SPIS implementation at all levels.

In the Phase III of SPIS programme (2011 – 2012), target locations are: Brčko, Čelinac, Derventa, Gacko, Gornji Vakuf/Uskoplje, Kupres, Mrkonjic Grad, Posusje, Prnjavor, Tesanj and Velika Kladusa. In the first two phases of SPIS programme (2008 – 2011) targeted municipalities were: Bileća, Laktaši, Livno,  Kotor Varos, Novi Grad, Novi Grad Sarajevo, Novi Travnik, Sanski Most, Stolac, Višegrad.


With the slogan “For Every Child”, UNICEF gathered government partners, local communities and civil society to improve social protection and inclusion systems for children. With support from the European Union, this programme contributes to strengthening the systems and development of policies and programmes for the protection of the socially excluded children and their families.

“I believe that collaboration and exchange of ideas among municipalities also contributes to the social protection and inclusion system and our overall objective - to ensure that every child is included in social services, independently of its background, origin, geographic area or abilities.” – said UNICEF Representative Florence Bauer.


The Programme for Enhancing the Social Protection and Inclusion System for Children (the SPIS Programme) is a multi-year, interdisciplinary programme supporting the pre-accession efforts of Bosnia and Herzegovina (BiH) in the field of social protection, social inclusion and child rights. The main target groups are policy makers and professionals accountable for the reform of the social protection systems, as well as vulnerable groups of children and their families. Programme is financed by the European Union  since 2008 from the Instruent for Pre-Accession Assistance (IPA) in the total amount of 4.1 million EUR, with the objective to support enhancing the system for advquate social protection policy and inclusion of children and thei families. All relevant ministries and many non-governmental and civil society partners participate in the implementation of SPIS project.
