Learning begins at birth: International conference on Early Childhood Education in BiH: Sarajevo 14-15 February 2012

UNICEF in collaboration with the Ministry of Civil Affairs of Bosnia and Herzegovina, the Federal Ministry of Education and Science and Ministry of Education and Culture of Republika Srpska are organizing the first international conference on education in Early Childhood / Preschool Education called “Increasing early learning opportunities for children in Bosnia and Herzegovina” on 14th and 15th February in Sarajevo.
Conference will gather international experts and practitioners, policy makers, leaders, researchers, civil society and international organization representatives active in the area of early childhood education, both in BiH and the international level.
The conference, together with Public Call for Municipal Project Proposals for increasing preschool education enrolment, aims to raise awareness about the importance of these issues, encourage exchange of good practice from B&H and abroad, enable identification and discussion of the major constraints and create recommendations and steps to expand and improve services for early childhood education in BiH.


In Bosnia and Herzegovina around 10% of children attend preschool education, predominantly in urban areas, which is the lowest coverage among neighbouring countries (comparing to Croatia and Serbia with around 45%, Macedonia with 23% and much below the OECD average of 77%).

Global research shows that pre-school education is extremely important to ensure children’s success in school and a best start in life. Economists also suggest that the allocation of resources for early childhood development and education makes the best return on investment.

 “First years of child’s life are time when all possibilities for development are either opened or lost forever. The fact that estimates about the preschool attendance rate show that almost 90% of children in BiH do not have access to preschool education is discouraging. It is therefore important to start addressing this issue, and this conference is one step along that way. It is essential that all persons involved in this process be gathered in one place and to establish dialogue, because it is our joint intent to provide children in Bosnia and Herzegovina with  best conditions for development from early childhood.”, said UNICEF Representative in BiH, Ms Florence Bauer.
