VACANCY: Consultant for Mid-Term Review (MTR) and Joint Evaluation (new deadline: 07 May 2012)

UNICEF Office for Bosnia and Herzegovina is seeking enthusiastic and qualified candidates for the consultancy:

Consultant for Mid-Term Review (MTR)
Country Programme of Cooperation 2010-2014, UNICEF and Bosnia and Herzegovina  & Joint Evaluation of Social Protection and Inclusion (SPI) in Bosnia and Herzegovina

Under the overall supervision of the UNICEF Monitoring and Evaluation Specialist and in close consultations with the Deputy Representative, the consultant will undertake the following tasks:

1. Support the Mid-Term Review (MTR):
• Undertake a desk review and prepare a brief analytical report and presentation on children with updated data, summarizing key findings;
• Assess and analyse progress across all programmes  and identify lessons learned and recommendations,  in relation to the results planned in the Country Programme Action Plan results matrix, using the findings from the separate other Evaluations of specific programmes; 
• Participate at the Consultation Workshops with key stakeholders that will be organized jointly for both the MTR and the Joint Evaluation (approximately 5);
• Organize and hold interview sessions with key stakeholders in both Entities and on the State level;
• Prepare an MTR Report in consultation with UNICEF and key stakeholders;
• Participate at the final MTR and Social Protection and Inclusion Conference as a resource person/facilitator;

2. Support the Joint Evaluation of Social Protection and Inclusion (SPI):
• Conduct a desk analysis of the key documents, reports, and studies on social protection and inclusion systems in BiH and prepare a concise (10-20 page) analytical report on Social Protection and Inclusion;
• Identify lessons learned, adjustments, and recommendations;
• Organize and hold interview sessions with key stakeholders in both Entities and on the State level;
• Prepare a SPI Joint Evaluation Report in consultation with UNICEF and key stakeholders;
• Undertake other relevant tasks as required.

Essential Requirements Qualifications and Experience:
• Advanced degree in social sciences or a related field
• Minimum 10 years of relevant work experience in conducting evaluations and measuring qualitative and quantitative indicators and progress in relation to children’s rights
• Knowledge of BiH political situation and UNICEF work
• Excellent analytical skills
• Excellent writing skills in English
• Knowledge of BHS languages is an asset
• Strong communication, interpersonal skills and sensitivity to different cultural context and situations.
• Planning, organizational and monitoring skills
• Ability to make timely and quality judgments and decisions
• Previous experience with the UN or INGOs in BiH or regionally is an asset
