UNICEF Bosnia and Herzegovina is seeking enthusiastic and qualified candidates for the following position:

Social Protection and Inclusion

Comparative analysis of the Federation of Bosnia and Herzegovina (FBiH) legal framework vis a vis the

 European Union (EU) and United Nations (UN) legislation and policies in the area of disability

Timeframe: May – August 2014

Under the overall supervision of the UNICEF Social Protection Specialist, and in cooperation with the Child Protection Specialist and the Federal Ministry of Labour and Social Policy (FMoLSP), the consultant will conduct a comparative legal analysis of the FBiH legislation and policies in the area of social and child protection, with a focus on the protection of persons/children with disabilities.

Key tasks:

  • Study the legal frameworks related to disability in the FBiH and compare it to neighbouring countries (Serbia and Croatia) and to two EU member states (Netherlands and UK) taking into account relevant EU regulations and policies governing this field, with emphasis on the alignment with the Acquis Communautaire and relevant UN Conventions (Convention on the Rights of the Child, Convention on the Rights of Persons with Disabilities);
  • Facilitate consultative meetings with representatives of the FMoLSP to define the expected results;
  • Coordinate and regularly exchange information between the FMoLSP and all cantonal ministries of social protection;
  • Develop and conduct a detailed analysis of the methodology used for disabilityassessment (medical, functional or social) at all levels of the FBiH Government and identify gaps in line with available legal frameworks;
  • Provide specific recommendations to improve these systemic gaps;
  • Conduct a comparative legal analysis and write a study report, which will:

-       specify relevant gaps in the current system governing the area for children and adults with disability in the FBiH;

-       include recommendations, based on lessons learned in the region and EU best practices applicable to the FBiH institutional environment;

  • Facilitate consultation workshop with Government authorities and civil society organizations to present and discuss the findings of the analysis.

Essential Requirements, Qualifications and Experience:

·Degree in Law, Social Sciences or related field;

·Minimum 5 years of work experience in the legal or/and social protection and inclusion fields;

·Excellent knowledge of the EU, UN and FBiH legislation and polices in the area of Social Protection, preferably related to Disability;

·Knowledge of social protection systems;

·Experience in advocacy;

·Experience in working with the governmental and non-governmental sectors on similar tasks;

·Excellent analytical and writing skills; Strong planning and organisational skills;

·Strong communication and interpersonal skills;

·Previous experience with the UN is an asset.
