Technical Assistance for Preschool Education:

Baseline Study and Knowledge Attitude and Practices Survey on Early Childhood Education and Development in Selected Municipalities/ Cities in BiH

Under Education section, within the project “Increasing Early Learning Opportunities for Children in Bosnia and Herzegovina (BiH)”, UNICEF in BiH is looking for Research Agency/ Institution to conduct the following:

1) Baseline Study: Baseline survey data will be collected at the beginning of the project to know how many children aged 4-6 attend early childhood education (ECE) in each municipality (disaggregated data).  A mid-term monitoring assessment will be conducted during project implementation. At the end, a survey will be conducted to measure the impact of the interventions and to test the validity of the project hypothesis.

2) Knowledge, Attitudes and Practices (KAP) Survey:  KAP survey will be conducted among community stakeholders at the beginning of the project. The KAP survey findings will inform the development of a Behaviour Change Communication Campaign (BCC) and the programme interventions. At the end of the project, the survey will be repeated to measure indicators of change.

Required expertise / Criteria for the selection of contractors:

•Extensive work experience in data collection and data analysis for opinion polls, assessments, evaluation, research and similar surveys in BiH;

•Experience with Knowledge Attitude and Practice surveys (an asset);

•A pedagogue and a psychologist as part of the core research team;

•Good knowledge of the administrative structure of BiH and different jurisdictions as stated in Constitution of BiH;

•Good knowledge of education reform in BiH, especially preschool education;

•Previous experience in collecting education data and calculating enrolment rates;

•Previous experience in collecting data on vulnerable and marginalized children;

•Previous experience with UNICEF is an asset.                                                                      :

 

Potential bidders should submit bidding documentation consisting of:

1.   Cover letter confirming that the Applicant understands the ToR and its readiness to employ its resources to support the achievement of outlined objectives and deliverables

2.   Description of methodology for implementation of proposed activities

3.   Description of previously implemented similar activities and list of references

4.   CVs of all involved team members and Consultants within the Agency

5.   Budget with narrative explanation

Proposals and budgets should be submitted in English or BHS language. The proposals must be mailed to UNICEF, Zmaja od Bosne bb, and delivered in two separate sealed envelopes (one for technical specification and one for financial proposal) by 19 April 2013, 17:00 o’clock with the remark: Proposals no. 004/2013 for the Technical Assistance for Preschool Education: Baseline Study and Knowledge Attitude and Practices Survey on Early Childhood Education and Development in Selected Municipalities/ Cities in BiH. Please note that the technical offer should not have any data on budget, i.e. financial aspect of offer (this should be exclusively stated in the financial offer)

All bidders are invited for public opening of the bids. Public opening of the proposals will be held on 24 April 2013 at 13.00 hrs in UNICEF premises.

In accordance with UNICEF Rules and Regulations the award and the reasons for making the award are UNICEF's internal decision and no information about other bidders or their bids must not be divulged.

The invitation for submission of proposals does not obligate signing of the contract with bidders, nor does it assume the obligation to pay the costs of preparing the bids.

UNICEF accepts no responsibility for undelivered proposals, and will not accept proposals after the closing date and time.
