National Consultant on Data Collection and Analysis

UNICEF Office for Bosnia and Herzegovina is seeking enthusiastic and qualified candidates for the consultancy:

National Consultant on Data Collection and Analysis
Situation of Children and Women in Bosnia and Herzegovina

Under the supervision of the UNICEF BiH Monitoring and Evaluation Specialist, the Data Consultant will provide guidance and technical assistance for the preparation of baseline studies, identification of indicators, overall BiH data collection and analysis, and will assist with overall monitoring and evaluation. This will include support related to survey planning, questionnaire design, sampling, baselines, data processing, data analysis and dissemination.

Key tasks:
• Technical support for baseline surveys
To provide technical support to design baseline surveys for several projects, including survey planning, questionnaire design, sampling, fieldwork, data processing, data analysis and dissemination. In case a company needs to be hired to carry out a baseline survey, he/she will co-ordinate the work of the implementing partners/contractors.
Areas to be covered will include social protection, social inclusion, education (especially early childhood education), and justice for children, child protection / child care, health, nutrition, early childhood and development.
• Data collection and analysis
To collect relevant data on a regular basis from the BiH Agency for Statistics, entity statistics institutes, and other sources. He/she will collect existing official data from the BiH government institutions and will look for alternative sources of data when official government data is not available. The Consultant will update a Fact Sheet on a regular basis. He/she will also be expected to collect data from the region, to compare trends when necessary.
• Strengthening Monitoring and Evaluation systems
To enter M&E data in the UNICEF databases and will update information regularly. He/she will provide assistance in creating, updating, and modernizing the internal UNICEF M&E system and will be expected to contribute with new ideas to improve the M&E system.
To provide technical and operational support in enhancing M&E systems in BiH at all levels. This will include assignments related to MICS, ESSPROS, Transmonee, DevInfo, as well as capacity development initiatives.
• Other related tasks
To provide other support as needed, in relation to data collection and analysis, M&E, preparing and updating tables, responding to requests from government institutions, UNICEF Regional office and internal requests.

Essential Requirements, Qualifications and Experience:
• Advanced university degree in Social Sciences, Demography, Statistics, Economy or other related field.
• At least three years of experience in the field of research, data collection and analysis
• Experience with household surveys or other quantitative surveys
• Strong computer skills and expertise in statistical analyses (familiarity with data processing and data analysis software, particularly SPSS)
• Excellent communication and interpersonal skills
• Very good oral and writing communication skills in English and local language
• Previous relevant work experience in BiH, with Government institutions, University or UN
• Ability and willingness to travel in-country
• Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships both within and outside the organization.
