NATIONAL EXPERT PROJECT MANAGER FOR THE PROJECT “INCREASING EARLY LEARNING OPPORTUNITIES FOR CHILDREN IN BiH”

UNICEF Office for Bosnia and Herzegovina is seeking enthusiastic and qualified candidates for the individual contractor position:

NATIONAL EXPERT PROJECT MANAGER FOR THE PROJECT “INCREASING EARLY LEARNING OPPORTUNITIES FOR CHILDREN IN BiH”

Under the supervision of UNICEF Education Officer, the consultant will manage the implementation, monitoring and reporting of a comprehensive programme on Early Childhood Education - ECE (funded by Dubai Cares). 

Key tasks:
1. Management:
Day to day management of the Dubai Cares funded project in full compliance with UNICEF rules and regulations and donor requirements.
2. Technical assistance:
• Provide technical advice and guidance on Early Childhood Education, in line with existing policies and international standards, to partners from Governments, NGOs and international organizations;
• Act as UNICEF main focal point vis-à-vis the Project Management Board and the ECE Working group. Coordinate with relevant authorities on project issues, and with international and national experts for the preparation of documents and research reports, as planned in the project;
• Provide expertise and inputs to relevant educational ministries and institutions for the implementation of specific recommendations related to ECE, provide advice and oversee capacity development events/ conferences/workshops.
3. Design and implementation of activities:
• Develop a detailed annual work plan for the project;
• Lead discussions and preparation of agreements with partner organizations, follow-up on the implementation of planned activities and provide reports on project progress;
• Participate in project committees and working groups, ensure regular communication and coordination with project partners and develop and maintain effective mechanisms for integrating and responding to their inputs.
4. Monitoring and Evaluation (M&E):
• Provide technical support to set up M&E systems and processes related to the project;
• Monitor and analyze the project environment and progress through regular field visits and meetings with partners, and using applicable M&E and risk management tools.
5. Reporting and advising:
• Prepare inputs for regular monitoring and progress reports;
• Advice the Education Officer on any issues arising from project implementation;
• Support UNICEF management in preparing high level meetings with donors and government authorities.
6. Partnerships:
Contribute to establish effective working relationships with all national and international stakeholders. Cooperate with all relevant BiH education authorities, education institutions, international agencies and NGOs.

Essential Requirements, Qualifications and Experience:
• University degree in Social Sciences, Education or related fields. An advanced university degree or equivalent is an asset.
• Minimum of five years of experience in project management and/or technical assistance in the field of ECE / education.
• Experience in implementing, monitoring and evaluating programmes and establishing effective relationships with international organization and governments.
• Advanced skills in planning, decision-making, critical thinking, oral and written communication, facilitation and coordination.
• Ability to obtain results in complex environments.
• Fluency in English and local languages (oral and written).
