Financial analysis of the Republika Srpska Law on Social Protection

Under the Project “Strengthening the Social Protection and Inclusion System for Children in Bosnia and Herzegovina“ supported by the European Union, UNICEF BiH aims at contributing to the protection and social inclusion of children. UNICEF is seeking to engage an institutional consultant to conduct financial analysis of the Republika Srpska Law on Social Protection. Under the supervision of the UNICEF Social Policy Specialist and in coordination with the Republika Srpska Ministry of Health and Social Welfare, the institutional consultant will:

1. Develop a methodology for financial analysis that will include a monitoring of budget allocations for social protection at the entity and municipal level, with special emphasis on:
a. period 2005-2011 (before adoption of the new Law on SP)
b. 2012 (with special emphasis on the period May-June after adoption of the new Law and reallocations of existing resources)
c. Social Protection budget plan for 2013
d. 2009-2012 budget allocations for social protection and inclusion in ten municipalities in RS (Laktaši, Višegrad, Bileća, Kotor Varoš, Novi Grad, Čelinac,   Derventa, Prnjavor, Mrkonjić Grad, Gacko) where the Programme on Social Protection and Inclusion was implemented, including the analysis of budgets
       allocated for the implementation of referral model in social sectors and through NGOs
e. Analysis of ratio betwen the number and type of beneficiaries and expenditures in Social Protection.
2. Present the methodology to representatives of  the Ministry of  Health and Social Welfare  and the Ministry of Finance of RS, as well as UNICEF;
3. Develop a financial analysis with periodic consultations with the Ministry of Health and Social Welfare of RS and UNICEF, which includes: (1) preparing a draft report; (2) presenting the report and incorporating comments and inputs from the Ministries and UNICEF; and (3) Finalizing the report.

The Institutional / Individual Consultant should have knowledge and experience in:
• Advanced degree in economy;
• Minimum 10 years of work experience in conducting financial analysis;
• Knowledge of  the social protection system of Republika Srpska;
• Excellent analytical and writing skills;
• Good organizational skills
• Knowledge of the English language;
• Knowledge of the Bosnia and Herzegovina national languages;
• Work experience in the Western Balkan is advantage;
• Previous work experience with the UN agency is advantage

      Potential bidders should submit bidding documentation consisting of:
• Motivation letter confirming understanding of the ToR
• Detailed list of proposed activities, including the proposed timeframe
• Description of previously implemented similar activities including a reference list
• CVs of all involved consultants and team members or individual CVs
• Budget with narrative proposal in BAM
• Copy of the registration documents of the agency

Proposals and budgets should be submitted in English language.

The proposals should be delivered in two separate sealed envelopes (one on the technical part and one on the budget; writing contact information-name, address and contact telephone numbers at the back of the envelope) by 10th January 2013 at 5 p.m., with the remark: Proposals no. 005/12 (Financial analysis of the Republika Srpska Law on Social Protection) under the Project “Strengthening the Social Protection and Inclusion System for Children in Bosnia and Herzegovina“.
In accordance with UNICEF Rules and Regulations the award and the reasons for making the award are UNICEF's internal decision and no information about other bidders or their bids must not be divulged. All bidders will be invited for a public opening of the bids.
