UNICEF Office for Bosnia and Herzegovina is seeking enthusiastic and qualified candidates for the consultancy:


Support to the preparation of the first report based on the Guidelines for identification of socially excluded children in BiH


Under the Project “Strengthening the Social Protection and Inclusion System for Children in Bosnia and Herzegovina“ supported by the European Union, UNICEF BiH aims at contributing to the protection and social inclusion of children. In this context, UNICEF is seeking to engage an individual to support to the preparation of the first report based on the Guidelines for identification of socially excluded categories of children in BiH.

Under the overall supervision of the Social Policy Specialist, the consultant will undertake the following tasks:

• Design a methodology to develop a bi-annual report aligned with the suggested indicators as per the adopted Guidelines, in close cooperation with Government stakeholders and BIH Statistical Agencies, including the revision of the list of institutions for data collection as indicated in the Guidelines and provide recommendations for improved data collection of relevant institutions for the purpose of reporting;
• Design a data collection questionnaire for key government stakeholders and a separate questionnaire for the NGO sector;
• Obtain agreement on the proposed methodology from all relevant government partners in coordination with the Ministry of Human Rights and Refugees, develop guidelines for the preparation of the report on a bi-annual basis and deliver training for all relevant institutions;
• Support the Ministry of Human Rights and Refugees and relevant institutions in preparing the first report on the situation of socially excluded children in BiH by facilitating a participatory approach of all mapped key stakeholders and the NGO sector, which includes (1) submit a draft report, (2) reflect comments and inputs from partners and (3) submit a final report (the report will include separate headings for BiH, Entities’ and Brcko District levels). 
• Propose recommendations on the type of formal coordination agreement between the key government stakeholders to facilitate data collection and future reports preparation;
• Identify modalities required for the continued preparation of the report on a bi-annual basis, in a sustainable manner (responsibilities, technical capacities and financial implications).

Essential Requirements Qualifications and Experience:
• Advanced degree in social sciences, economy or law;
• Minimum 5 years of work experience in conducting qualitative and quantitative analysis related to issues
      related to social exclusion and children rights;
• Expertise related to EU integration process, Social Open Method of Coordination and EU Child policies;
• Knowledge of the BiH political situation;
• Excellent analytical and writing skills;
• Strong communication and interpersonal skills;
• Strong planning and organisational skills;
• A very good knowledge of the English language;
• Knowledge of the BiH national languages is an asset;
• Experience in the Western Balkans is an asset;
• Previous experience with the UN is an asset.
