There is evidence of increasing opportunities for young people's participation in arts, music, sports, culture and governance. However, this is one area that requires more attention to ensure that opportunities for participation are structured and widely promoted. The Ministry of Youth, the government agency responsible for youth programming in Belize, faces challenges in offering opportunities for meaningful activities aimed at developing adolescents. Limited resources are available, so this ministry needs more attention to undertake organizational adjustments if they are to build their institutional capacities to be able to represent adolescents and cater to their needs. Adolescent participation tends to be tokenistic and welcomed primarily at symbolic, ceremonial and decorative levels.
