Community management
The project aims to ensure greater equity and sustainability in water supply systems increasing access to and use of safe drinking water in rural and peri-urban areas across 20 municipalities in 10 provinces. Linking with the Schools for Africa (SFA) Initiative, the project is rehabilitating or constructing: 3-4 small multi-village pumping schemes, 5-6 village gravity schemes and drilling about 400 bore wells fitted with hand pumps, all of which will benefit about 300,000 people across 50 communes in 20 municipalities. The project is also building the capacity of community functionaries to effectively manage the operation and maintenance of water supply systems. Community members are involved at the inception of the project in identifying the needs of the community and the locations of the water facilities. Targeted communities are organized in water user groups (GASs) and trained and supported with tool kits in order to be able to manage, operate and repair water facilities themselves. Partner communities will be encouraged to pay a tariff agreed by themselves in order to create within the community financial resources to cover operating costs and minor repairs, the process will ensure appropriate measures are adopted to provide for the poorest of the poor. The following activities are or will be implemented: • Increase access to and use of safe drinking water in rural and peri-urban areas across 50 Communas in 20 Municipalities of 10 Provinces (benefiting about 300,000 people);
