Policy development & planning
This project aims to strengthen national, provincial and municipal capacities to establish and management of sustainable systems in water supply, sanitation and hygiene education. Considering Angola’s vulnerability from natural disasters, this project additionally maintains a limited standing capacity to ensure an operational readiness to respond to the sudden development of an acute emergency situation. UNICEF is supporting a comprehensive sector assessment and the development of a management information system (MIS), in close collaboration with sector development partners (International and local NGOs) with assistance from the WHO/UNICEF Joint Monitoring Programme for Water Supply and Sanitation. This will produce reliable reference data on the status of Water and Sanitation facilities for purposes including advocacy and planning. The assessment will provide data to direct this particular project, but more importantly will facilitate a review of the national strategy document prepared by the Government leading to the preparation of a more focused National Plan of Action for the improvement of rural water and sanitation facilities. It is expected that this process will offer a platform for coordination and mobilization of other partners (particularly Government) within the sector to reach the under-served. Other activities include conducting baseline knowledge, attitude and practice studies. The following activities are or will be implemented: • Support the development of a national Management Information System (MIS) and a comprehensive sector assessment; o Effective approaches to sanitation and hygiene promotion,
