UNICEF sees itself as a catalyst in the water and sanitation sector in Angola, mobilizing all actors under a national strategic focus for rural water and sanitation. UNICEF aims to influence other players in the sector to take action in specific priority areas, such as the provision of water and sanitation in schools and health centres, the acceleration of the use of household toilets and the promotion of hygiene.

UNICEF aims to provide leadership in the creation of a national communication strategy for sanitation and hygiene behaviour change and the establishment of a quality national sector database for use by all actors in the sector to enhance planning and more effective use of resources.

For the period of 2005-2008 UNICEF aims to contribute to the following results:

• Under-five mortality is reduced by 50%
• Primary school completion rates are increased to 75%
• Sustainable access to and use of safe water and sanitation facilities are increased to 48% and 32% respectively.

Activities leading to the achievement of the above objectives are currently being implemented under the following four sub-projects:

• Water and sanitation policy development & planning
• Home hygiene and sanitation promotion
• School water, sanitation & hygiene education
• Community development & management of water and sanitation facilities and freshwater resources
