System & Capacity Development
While strategic programmes and interventions like EPI, IMCI, Child Health Days and Safe Motherhood have the direct objective of decreasing maternal and infant mortality, in the long run, a more sustainable and cost effective expansion of access to quality services can be achieved through the progressive rehabilitation of the health system. Consequently, system development and capacity building initiatives are being undertaken to improve planning capacity at municipal levels, rehabilitate existing health units, expand outreach services, organize referral systems, and strengthen supervision and monitoring systems. The Ministry of Health is being supported to develop guidelines for the implementation of the mother and child package, training manuals for health workers on the diagnosis and treatment of the main causes of child mortality, namely malaria, diarrhoeal diseases, acute respiratory infections, vaccine-preventable diseases and anaemia. Finally, strong support is given to community development for health promotion and the improvement of the link between communities and health units.
