Early Childhood Development

The project aims to ensure that children have the best possible start in life through nurture, care and a safe and stimulating environment that enables them to survive, be physically healthy, mentally alert, emotionally secure, socially competent and able to learn.

The main focus of the Early Childhood Development (ECD) project is to expand pre-school education in Angola, by improving institutional and human capacities to increase quality and access of early childhood education.

Emphasis is placed on the intra-sectoral aspect of early childhood development, including health, nutrition, stimulation, participation and protection. In addition, training is provided for community promoters to improve family capacity in parenting, focusing on child stimulation, communication skills and emotional development, with gender equity as an important component.

Training is provided to additional pre-school facilitators and educators. Basic play and learning materials are being designed, developed and distributed.

Three specific project objectives have been set:

• Strengthened institutional capacity of the Government to ensure the survival, development, protection and participation of children in Angola.
• Improved quality of pre-school education through training of facilitators and educators, and the provision of learning materials.
• Increased access to pre-school education from 8 to 30 percent of 1-5 year olds through the construction or adaptation of appropriate facilities.

The key activities to be carried out during 2005-08 are as follows:

• Policy and strategy development for ECD
• Multi-sectoral planning and coordination for ECD
• Training and workshops for government
• Training pre-school facilitators and educators
• Design, develop and distribute basic play and learning materials, utilising cheap and community accessible materials
• Development of a cost-effective model for expansion of pre-school education
• Strengthening of govt – NGO – faith based organisations networks
• Support strengthening of community involvement
