Children deprived of parental care
Half of the children in Albanian orphanages have known biological family members. The Family Resource Centre was established in Shkodra with support from UNICEF to make sure that residential institutions are a last resort for families having trouble caring for their children. It works to prevent parents from abandoning newborns in maternities and sending children to institutions; to reintegrate children leaving residential institutions back into their biological families and to find alternatives to residential care, such as foster care. Its operation has now been taken over by the government and efforts are under way to adopt the model in other communities.
