Juvenile justice reformForthcoming events: • UNICEF is supporting the School of Magistrates and the “Albanian Foundation for Conflict Resolution” in the organization of a round table on “Restorative justice and mediation - alternatives to detention for juveniles in conflict with the law”. This event is taking place on the 11th of October 2007, with the participation of judges, prosecutors, judicial police officers from Tirana District Court. This round table is organized in the framework of the three-year programme on Juvenile Justice, which is being implemented by the Albanian Ministry of Justice and UNICEF, with the support of the European Commission and the Swedish Agency on International Development. • In the framework of the Juvenile Justice Program and based on the Memorandum of Cooperation signed between UNICEF and the General Directorate of the Albanian State Police, UNICEF is supporting the Police Academy in the delivery of 1 day training sessions on “Protection of Children in Conflict With The Law”. The upcoming training sessions will be delivered in Kukës, Berat and Durrës Police Directorates, respectively on the 5th, 10th and 11th October 2007. In the late 1990s, Albanian law did not conform to international standards, and its pre-trial centres and prisons were notorious for mistreating children and ignoring their status as minors needing protection. UNICEF has assisted in developing a comprehensive juvenile justice system by brokering the establishment of an inter-ministerial task force to revise legislation in support of youth. Legislative approval of the new laws is expected in 2004. We also support three legal clinics for minors, which have helped more than 400 minors in conflict with the law. The Legal Clinic also monitors prisons and police stations to ensure respect for the rights of minors. It has also organized several trainings on juvenile delinquency for policemen and teachers.
