During the Communist period virtually every Albanian attended school, but that success has eroded seriously. Thousands of teachers have left the field due to poor salaries, and many schools were destroyed during the upheavals of 1991 and 1997. Problems are especially severe in rural regions. Classrooms are overcrowded and lack teaching materials. Teaching techniques and curricula do not reflect the needs of the 21st century. More than a quarter of primary school teachers are not qualified. UNICEF’s education work focuses on improving curricula and encouraging the development of child-centred schools.
