UNICEF, the world’s leading organization working for the rights of children, seeks a Representative, P-5, Havana, Cuba.
Under general supervision by the Regional Director, the incumbent will:
-Be responsible for overall development, formulation, conception and management of UNICEF Country Programme of Cooperation (small to medium size CO), approved by the Executive Board.
-Represent the Executive Director in all aspects of UNICEF's cooperation in the country. Collaborate as part of the UNCT in this regard.
-Be accountable for UNICEF advocacy with the government and other partners for the enhancement of the survival, protection, development and participation of children and women in national development efforts.
-Support programme implementation and provide policy guidance and advocacy as required in emergency situations and other humantitarian or post-emergency situations, ensuring that the Situation Analysis and EPRP are regularly updated. Collaborate as part of the UNCT in this.
-Support the development and implementation of fundraising strategies and initiatives.
-Participate in organizational and institutional initiatives to strengthen UN Coherence; ensure that joint programming (including joint programmes) and common services are achieved to the extent possible, while assisting UNICEF in its objective to provide efficient and economical support services to the implementation of the country programme regard.
-Lead change management processes in the country and contribute to change management in the region as member of the RMT.
-Be responsible for all aspects of office management of the UNICEF country office.
-Advanced university degree in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines.
-At least ten years of relevant professional work experience at the international level, including in developing countries.
-Experience in programme/ projects management and building strategic alliances and partnerships/resource mobilization, including with the private sector.
-Background/ familiarity with humanitarian contexts.
-Advanced knowledge of development theory and practice and of human rights principles and standards.
-In-depth knowledge of UNICEF relevant policies, procedures and guidelines.
-Expert knowledge of advanced concepts in primary discipline, with a broad knowledge of related disciplines, in-depth knowledge of relevant organizational policies and procedures.
-Proven track-record in building strategic alliances/partnerships and resource mobilization, including with the private sector.
-Fluency in English and Spanish required.
-Proven experience in management positions with strong policy, programming and advocacy record.
-Excellent communication and interpersonal skills and the ability to influence and persuade high level government authorities for increased cooperation and support to produce results for children.
-Excellent team leadership and managerial skills that motivate staff and foster a good working environment within the office and with external partners, and lead to high quality team results.
-Ability to build consensus and form alliances for concerted actions for children.
-Competency to apply the UN principles of Human Rights Based Approach, Gender Equality and Result-Based Management.
-Experience in private sector fundraising and corporate social responsibility.
