The objectives of these consultancies are to enhance the capacity of the Secretariat to support the Chair, Vice Chair and the task teams of the Steering Committee. In particular, it is anticipated that the secretariat will need to strengthen its capacity to provide senior strategic advice in the following emerging areas:
- Political Processes
- Global sector monitoring
- National planning processes
- Sector coordination
- Evidence-based advocacy
- SWA’s governance architecture
- SWA’s outreach to its constituencies
- The SWA Partnership Meeting The 2014 High Level Meeting

Qualifications and Competencies
This consultancy requires at least 20 years of experience in the areas of policy and strategy development or strategic planning, at least 5 of which are at a very senior level. The consultant should have experience in contributing to high-level political meetings.
The consultant should have WASH sector experience at global level and knowledge of key sector developments, global policy direction, research and best practices – including in the areas of water, sanitation, hygiene promotion, WASH in Schools, environmental programming and/or programme integration with health and education.
Experience at country level in up-streaming work or programme management is an asset. Experience in more than one continent will be especially considered.
Most of these consultancy tasks can be executed from any location worldwide having good phone and internet connectivity. Limited travel will be required for face to face meetings with the Secretariat, Steering Committee, Task Teams and for major SWA events. If any travel is required, the costs, including per diem, will be paid according to normal UNICEF financial rules.
