Call for applications: Facilitation of HQ Training on the Rights of Persons with Disabilities

In order to strengthen UNICEF staff’s sensitization to, and capacities and involvement in disability issues, UNICEF Headquarters in New York is organizing a two-day training on the rights of persons with disabilities. The training will take place in UNICEF Headquarters (tentative dates 5-6 October 2010).

The present call for applications will be open from 19 July to 2 August 2010. More information on the submission conditions and procedures are detailed in the attached document.

Qualified candidates are requested to submit a cover letter, CV and UN Personal History form (P 11) to pdconsultants@unicef.org  with subject line “Facilitation of HQ Training on the Rights of Persons with Disabilities” by 2 August 2010.  Please indicate your ability, availability and daily rate.

Key skills, technical background, and experience required:
• Advanced university degree;
• Minimum of seven years experience of training facilitation with a particular focus on disability issues;
• At least four years of field experience in UNICEF programme countries;
• Current expert knowledge on disability issues and latest developments;
• Good knowledge of human rights, the human rights-based approach (HRBAP) and the UN's work in developing human rights-based programmes;
• Active membership in, and engagement with, disabilities groups;
• Active engagement with the process of developing the Convention on the Rights of Persons with Disabilities (CRPD);
• Proven track record of working in a multi-cultural environment; 
• Excellent analytical, research, writing and communication skills.

Instructions for submitting proposals & administrative details:
• The HQ Gender and Rights Unit will be in charge of supervising this consultancy.
• The technical proposal should include a plan describing how the work will be undertaken with a specific timeframe, and methodology to achieve the expected results.
• The financial proposal should be an all inclusive proposal specifying consultant fees and linking payments with products. 
• Proposals will be evaluated based on UNICEF contractual procedures.
• This consultancy will be managed based on UNICEF individual consultancy rules and regulations.    
• The cost of travel to New York will be paid separately by UNICEF, under the established conditions set by UN travel procedures.
• The selected candidate should provide UNICEF with the following requirements:
- Health Certificate issued by a local medical practitioner
- Health Insurance covering the period of the contract
- Completed UN Personal History P-11 Form
- UNICEF Health Certificate form signed.

• Penalty Clause: UNICEF reserves the right to impose a penalty of payment on the following conditions: a) Unsatisfactory delivery; and b) Unjustifiable late submission (by ten days or more), through a 10% deduction of the cost of the assignment.
